The South African Traffic Police have yet again announced the postponement of the demerit point system that is to be implemented under the new AARTO act. Originally scheduled for roll out in November 2010, then January 2011 and now officially 1 April 2011.

AARTO is nowhere ready for the roll out in full force nationally. The eNatis system is not inorder, as there are still hundreds of thousands of uncompleted or badly captured data on the system. Millions of fines still go astray, despite the upgrade of the system to the Traffic Fine eNATIS system.

Experts estimate that the AARTO demerit point system would require a further 18 months to be effective and undisruptive. Mean while JMPD and other metro police are having a field day with all the notice of infringement notices been sent out. Due to lack of training and ignorance, many AARTO fines have been sent out full of flaws and irregularities. Motorists have received fines for offences that are not valid, incorrectly dated, incorrectly processed and assessed and a huge majority doesn’t even end in the post box as they are incorrectly addressed.
